Tapan Chowdhury was born in Ataikula, and began his education journey at Pabna Zilla School before moving on to Notre Dame College in Dhaka for his higher secondary education. He pursued his undergraduate studies at the University of Dhaka and furthered his education in the United Kingdom.

On January 14, 2007, Tapan Chowdhury was appointed as an advisor to the Caretaker Government of Bangladesh, serving under Chief Adviser Fakhruddin Ahmed.
